Challenge
The municipality of San Pedro Garza García needed a digital platform that would allow citizens to easily vote on community projects as part of its participatory budgeting program. The solution had to work reliably in areas with limited internet connectivity, including mountainous regions with low signal strength. The voting process also needed a clearer structure and better informational hierarchy, while remaining intuitive for citizens with little to no experience using mobile applications. Visually, the platform had to remain politically neutral, following a client-defined style that did not signal affiliation to any political party.
Solution
I designed a focused, task-driven interface centered on a simple three-step voting flow. To minimize data usage and ensure fast loading times, the app avoided video content and relied on a single reference image per project, supported by a fully graphic visual language built through clear, intuitive iconography. Despite a tight development timeline, the platform evolved through weekly agile sprints. I developed the information architecture incrementally, designing each feature as stakeholder inputs were finalized. The project was managed entirely remotely using collaborative reviews of blueprints and simulated design flows, allowing for continuous validation and alignment. The interface was intentionally simple yet highly intuitive, guiding users through every stage of the experience. Clear visual cues supported orientation, action, feedback, error prevention, correction, discovery, and navigation, leading users seamlessly from onboarding to a moment of celebration once their vote was successfully submitted.
Citizens of San Pedro were able to decide how a portion of the public budget was invested through a transparent, collaborative, and civic digital platform.
Decide San Pedro is the participatory budgeting program of the municipality of San Pedro Garza García in Nuevo León, Mexico. The initiative allows residents to propose, evaluate, and vote on projects that directly impact their neighborhoods and community sectors through a public digital platform.
In 2023, citizens accessed the platform to participate in voting for the most meaningful projects in their communities. The system included tools for project discovery, search, proposal submission, and voting. The enhanced navigation made it easy for users to exercise their right to vote through a practical digital tool, while also supporting transparent vote administration and public access to results.
The platform was designed with a strong focus on the local community, ensuring that the experience felt accessible, trustworthy, and centered on the needs of San Pedro’s residents.
